V&R Energy: Project Selection (POM-PS) - Evaluation of Transmission System Upgrades and Their Benefits

psThe objective of Project Selection and prioritization studies is to determine the optimal allocation and timing for the proposed system reinforcements while considering the budgetary constraints and maintaining the acceptable level of reliability, all in order to serve the forecasted load. This process is based upon the extensive simulation and analysis of a power system network. As result, the bottlenecks in the power system are determined and various reinforcements are then proposed, evaluated and ranked.

POM-PS enhances the ability of planning engineers to evaluate projects and determine the maximum benefits they provide.

POM-PS allows the  planning engineers to perform cost-benefit analysis and determine the cross-dependencies between the potential benefits that the selected reinforcements will provide, and the amount of necessary investment in US$ (or other currency).
The measure of “benefit” is user-specified and may be:
  • Additional load served,
  • Additional generation interconnected,
  • Increased flow on the interface or interfaces.

POM-PS will help the planner in the decision making process by answering the following questions:
  • Among many possible scenarios for the system growth and reinforcement: What is the best possible alternative that should be adopted, provided that the monitored constraints are not violated, with the budgetary limits taken into consideration?
  • How should the project tasks be distributed over time to achieve a maximum benefit?
  • How should the reinforcements be combined to achieve a maximum benefit?
  • What is the priority order for new transmission system reinforcements?
  • What is the optimal site for new generation?

Multiple user-specified criteria or combinations of criteria for ranking reinforcements are available in POM-PS. The ranking of the projects may be based on either deterministic or probabilistic criteria.
